POSITION TITLE: Deputy Empowerment Zone Chief


As the Deputy Empowerment Zone Chief, you will operate as a senior leader on the South Bend Empowerment Zone (SBEZ) Executive Leadership Team. From this post, you will provide strategic direction, symbolic, and operational leadership to advance two core bodies of work:

1) Advance teaching and learning through the advancement of equity and justice for all of our students, with a special focus on children with special needs/receiving special education services and children learning English as a language. Provide strategic guidance and direction to our principals and special education/ELL staff.

2) Ensure that tight systems are developed around our intervention and instructional support strategy. Ensure that our tier one space is dominated by high-quality grade level instruction and ensure that our tier two and tier three space is thoughtfully designed and responsive to student needs. Provide strategic guidance and direction to our principals and staff (certified and non-certified).

In addition to the two core bodies of work, you will oversee other critical initiatives supporting our five schools (Coquillard, Harrison, Navarre, Warren, and Wilson) to achieve their goal of transforming the educational experience and outcomes for thousands of students across the Empowerment Zone. More specifically, in this role, you will harness and employ your strategic problem-solving acumen; ability to build, manage and leverage relationships and influence; multi-tasking acumen, and adept project management skills to help steward the South Bend Empowerment Zone towards long-term, sustainable, and scalable success. This is an executive leadership position which means that you will have to be adept at prioritization, as there will always be more work than you. You must be able to hold a “systems lens” and problem solve at the systems level, as well as the individual level. IMMEDIATE SUPERVISOR: Empowerment Zone Chief

HOURS: 8am-5pm, M-F; some evening and weekend hours required

COMPENSATION: $115,000-$135,000 Annually


DUTIES: This position is critical to the success of our schools. This person will be expected to engage in three core functions with responsibilities that include but are not limited to:

Strategy: (30%)

  • Assist in planning, developing and establishing policies and goals consistent with the Empowerment Zone’s strategic direction
  • Oversee data compilation and analysis projects for use in executive decision-making; handle data, communication and projects that are highly privileged and confidential.
  • Support culture transformation by leading for adaptive change and engaging in anti-racist leadership practices

Management & Execution (50%)

  • Ensure tight coordination where it matters with the SBCSC and the Indiana Department of Education to ensure Empowerment Zone compliance
  • Manage your team towards accomplishing quarterly and annual goals.
  • Build and maintain mutually supportive relationships with all layers of the Empowerment Zone, including formal leadership, staff,consultants and field experts

o Work across cross-functional work streams to ensure collective support and implementation of aligned programming towards SBEZ’s strategic plan

o Occasionally attend meetings and represent the Empowerment Zone Chief.

  • Collaborate with other members of the Empowerment Zone executive leadership team to operationalize strategy and goals
  • Engage in regular progress-monitoring of strategy and goals, and course correct as needed

Communications (20%)

  • Manage the bi-directional flow of communication to ensure consistent and responsive message delivery to key internal and external stakeholders

o Provide oversight of SBEZ’s online/virtual external communications strategy and systems

Create systems and protocols that work to remove barriers that hamper communications within the organization

  • Develop a strategy to share our story with local, state, and national audiences


  • Demonstrated track record of success as an educator in culturally/racially diverse & high-poverty settings; ideally at the classroom, school, and district level
  • Demonstrated track record of setting ambitious goals and getting results in a complex role
  • Demonstrated success in strategy and process development, planning, coordinating and managing individuals, teams, and/or organizations

o Skill in management and leadership with the ability to direct programs, staff and cross-functional teams in an efficient and effective manner

o Exceptional planning and project management skills

o Exceptional ability to collaborate and manage multiple high-priority projects and prioritize work actions and follow-up with meticulous attention to detail and accuracy

Exceptional, disciplined strategic thinking and problem-solving capabilities, must be able to simultaneously hold quantitative and qualitative inputs to support decision-making and problem-solving

  • High expectations for self and others, and a willingness to hold self and others accountable to these expectations
  • Energetic, entrepreneurial and self-motivated with the judgment, grace, focus, resilience, and professional skills required to succeed in a fast-paced, complex and ambiguous environment
  • Superior facilitation, writing, communication and presentation skills.

  • Examine their own biases and guard against unexamined biases that filter into harmful practices, low expectations for students, and a deficit view of students and families.
  • Engage in Empowerment Zone-wide conversations and reflections about race, class, and education


  • Prior successful experience as a strategic advisor to a CEO/superintendent/state education chief, strongly preferred
  • Prior successful experience working at a start-up organization, preferred
  • Prior successful experience as a school principal, district, or state education leader preferred
  • Advanced degree in educational or organizational leadership preferred (Masters, Ed.D., Ph.D., etc.)
